10:00 a.m. – 11:00 a.m. – An Update from the Office of the Disciplinary Administrator: The Pandemic, the New Rules, and Ethics Refreshers

If it were not for the global pandemic, we would start this program with a discussion of the new rules which were adopted by the Supreme Court, effective January 1, 2021. However, because the pandemic is ongoing, we will start this discussion with how the disciplinary administrator’s office and the Kansas Board for Discipline of Attorneys have addressed complaints and hearings during the past year.

1:00 p.m. – 2:00 p.m. – A Guide to Open Meetings and Open Records
Presented by Philip Michael, Assistant Attorney General, Office of Kansas Attorney Derek Schmidt
In Kansas, the Open Meetings Act and the Open Records Act provides mechanisms for citizens to learn how their government is operating. This session will provide some essential information on the government’s duty to comply with the laws, and how to exercise proper discretion and due diligence when making meetings and records open and accessible to the public. This session will also focus on how recent legislation impacts how the government complies with the KORA and the KOMA.
Presenter BIOS
Stanton A. Hazlett, Disciplinary Administrator, received his undergraduate degree from the University of Kansas in 1974 and his law degree from Washburn University School of Law in 1977. Additionally, he has received post-graduate education in trial advocacy from the National Institute of Trial Advocacy. After his admission to the bar of the State of Kansas on September 9, 1977, Mr. Hazlett engaged in the private practice of law in Lawrence, Kansas. During that period, he served as a part-time assistant district attorney in Douglas County and maintained a general law practice. In 1986, he joined the Office of the Disciplinary Administrator as a Deputy Disciplinary Administrator. The Kansas Supreme Court appointed Mr. Hazlett to be the Disciplinary Administrator in 1997.
Gayle B. Larkin graduated from University of Kansas, School of Law in 1990. She started her career as a criminal prosecutor – first as an Assistant District Attorney for Douglas County, Kansas, and later as an Assistant Attorney General. While in the Attorney General’s office, Ms. Larkin was cross-designated as a Special Assistant United States Attorney for the District of Kansas, handling Medicare and Medicaid fraud cases. Ms. Larkin serves as Counsel to the Kansas Board for Discipline of Attorneys. She began her tenure with the Kansas Board for Discipline of Attorneys in 1999. She advises the board and had drafted over 500 final hearing reports following attorney disciplinary hearings.
Will Lawrence is a native of Burlington, Kansas, where he graduated from Burlington High School in 2005. He attended Washburn University obtaining his Bachelor of Arts degree in Political Science in 2010 and his Juris Doctorate in 2013. Will is licensed to practice law in state and federal court in Kansas. He served as Legislative Director for Kansas Senate Democratic Leader Anthony Hensley from 2010 to 2015 before entering private practice as an Associate at the Fagan Emert & Davis LLC law firm. While in private practice, Will represented clients in both criminal and civil matters focusing primarily on labor and employment law. He also served as co-counsel representing Kansas citizens blocked from voting by the proof of citizenship law against Secretary of State Kris Kobach. In 2017, Will rejoined Senator Hensley’s staff as Chief of Staff. He served that role until January 14, 2019, when he became Chief of Staff to the 48th Governor of Kansas, Governor Laura Kelly. He also serves on the Board of Directors for the United Way of Greater Topeka.
Philip Michael is an Assistant Attorney General in the Office of Kansas Attorney General Derek Schmidt. His primary duties include promoting transparency in government through training, education and outreach on the Kansas Open Meetings Act (KOMA) and the Kansas Open Records Act (KORA), and serving as the freedom of information officer for the office. Philip previously served as an attorney in the Department of Administration, Office of Chief Counsel. He served as the agency KORA/freedom of information officer and agency records officer. Philip has given presentations on topics related to open government laws and state agency open government responsibilities. Philip earned his Juris Doctor from Washburn University School of Law. He has a Masters of History from Emporia State University. His undergraduate degree in history is from McPherson College.
Larry R. Rute is a partner and co-founder in Associates in Dispute Resolution, LLC, of Topeka, Kansas. This firm provides a wide range of alternative dispute resolution services, including commercial mediation and arbitration, private judicial proceedings, and conflict resolution systems design. ADR, LLC offices are located in Topeka and Lawrence, Kansas, and Kansas City, Missouri. Larry earned his Juris Doctorate (JD) from Washburn University School of Law and received a Master of Law (LLM) degree from the University of Washington. He is licensed in Kansas and Missouri. He has served as an Adjunct Professor at Washburn University School of Law, teaching Dispute Resolution Techniques and Negotiation Strategies. He is a Charter Member of the National Academy of Distinguished Neutrals. He currently serves as Treasurer of the International Academy of Mediators Board of Directors.
Larry has successfully mediated more than 4,500 matters involving commercial law, consumer protection, employment law, family law division of assets, personal injury, probate, workplace disputes and complex multi-party cases, including class and collective actions. He serves as an arbitrator on behalf of the American Arbitration Association (AAA), National Arbitration Forum (NAF), National Arbitration & Mediation, and FINRA Dispute Resolution. He is a Mediator and Due Process Hearing Officer for the Kansas Department of Education.
Larry recently served as Chair of the Kansas Supreme Court Advisory Council on Dispute Resolution. He has twice received the Kansas Bar Association’s Outstanding Service Award. Has received the Governor’s Award for Exemplary and Distinguished Service to Children and Families and received the following honors: He has been designated 2008-2020 Super Lawyer in Kansas and Missouri, 2013-2020 Best Lawyers in America, 2014-2020 U.S. News “Best Lawyer/Best Law Firm” 2015-2020, and International Who’s Who of Commercial Mediation Lawyers.
