Shawnee County District Judge Bill Ossmann
Judge C. William Ossmann was appointed to the bench in 2012. He served as Chief Litigation Attorney for K-DADS and SRS; Shawnee County prosecutor; and, Special Assistant AG with KS Dept of Agriculture. The Judge has a BS in Math from K-State; JD from WU Law School; and MPA from KU. He was recognized with the KBA’s Distinguished Government Service Award in 2009; was named KS County & DA Association’s prosecutor of the year in 1990; and, is active as a Master in the Sam A. Crow Inn of the American Inns of Court. The Judge teaches for the National Institute for Trial Advocacy and is adjunct professor at WU Law School where he has three times been named adjunct of the year.
Carol Ruth Bonebrake
Carol Ruth Bonebrake graduated from the University Of Kansas School Of Law in 1986 and has practiced in Topeka her entire legal career. After clerking for the Kansas Court of Appeals and Judge Gary Rulon, she served as an Assistant Attorney General under Robert T. Stephan. She later served as an Assistant City Attorney with the City of Topeka. Carol moved to private practice in 2000 and in 2006 she established her own firm. On September 1, 2010, she merged her firm with Holbrook & Osborn, P.A., now Simpson Logback Lynch Norris P.A.
Carol represents health and human services clients and professionals before their licensing boards. Her practice is focused on health law and employment law issues. She serves on the Kansas Lawyer Assistance Program Board by Supreme Court Appointment and is a member of the Kansas Lawyer Assistance Program Foundation. She is also a member of the American Health Lawyers Association; the Kansas Association of Hospital Attorneys; the Kansas Bar Association; the Kansas and Topeka Women Attorneys Associations; and the Society for Human Resources Managers. Carol is a Master with the Sam A. Crow Inn of Court and serves on the Topeka Bar Association’s ethics committee and chairs the Service to the Bar Committee.
Deputy Attorney General Steven Karrer
Steven A. Karrer is a Deputy Attorney General in charge of the Fraud and Abuse Litigation Division of the Office of the Kansas Attorney General Derek Schmidt. Karrer joined the attorney general’s office in November 2008. Previously, he served as an assistant district attorney in Shawnee County and worked in private practice. He has extensive experience in prosecuting financial crimes including elder and fiduciary abuse. He is cross‐designated as a Special Assistant United States Attorney, which in coordination with the United States Attorney of Kansas, allows him to prosecute in federal court in addition to state court. Karrer received his bachelor’s degree from Nebraska Wesleyan University and his law degree from Washburn University School of Law.
Assistant United States Attorney Anthony Mattivi
Tony Mattivi is an Assistant United States Attorney and the Antiterrorism and National Security Coordinator for the District of Kansas. He has been a federal prosecutor for more than twenty years, prosecuting drug trafficking, violent crime, racketeering, gangs, organized crime, and terrorism. He has prosecuted cases in federal courts in the District of Kansas, the District of Colorado, and the Eastern District of Missouri. He also has briefed and argued cases in the Tenth U.S. Circuit Court of Appeals, as well as in Kansas appellate courts. From 2014 to 2016 he sat on DOJ’s Capital Case Review Committee, which reviews capital-eligible federal cases and makes a recommendation to the Attorney General whether or not to seek the death penalty.
For nearly five years, Mr. Mattivi was detailed to DOJ’s National Security Division, where he was the lead prosecutor on the case against the high-level al Qaeda operative who masterminded the bombing of the USS COLE in Yemen in 2000. In recognition for his work on the case, he was awarded the Secretary of Defense Medal for Exceptional Civilian Service. In 2007, Mr. Mattivi spent six months working for DOJ’s Regime Crimes Liaison Office in Baghdad, Iraq, advising and assisting the Iraqi High Tribunal with the trials of members of Saddam Hussein’s regime for war crimes and crimes against humanity.
Prior to working for the Department of Justice, Mr. Mattivi worked for the Kansas Attorney General’s Office. He began his legal career in the Shawnee County DA’s Office. He graduated with honors from the Washburn University School of Law in 1994. Before attending law school, he was a paramedic for the City & County of Denver. He is active in his church, in the community, and in the bar association, serving on numerous boards and committees. He is a graduate of the Leadership Kansas Class of 2015 and has served on the executive board of that organization
Cecilia Mariani
Cecilia “Cec” Mariani, is a private practice attorney in Topeka, Kansas. She’s been practicing trial litigation in the areas of Family Law and Criminal Defense for more than 20 years. Cec is a public defender for Shawnee County, representing indigent defendants accused of misdemeanor crimes and, in private practice, representing parents and grandparents in custody, support and parenting time cases. Cec has served on the Board of Directors of Kansas Children’s Service League and is a past chair of the League’s Community Leadership Development Council. She serves as special counsel to KCSL’s Heart to Home adoption program and planning committees for KCSL’s special programs in Topeka and across Kansas. Cec lives in Topeka with her husband, Matt, and spends her spare time sewing and quilting with friends.
Judge Penny Moylan
Judge Penny R. Moylan was appointed to the bench in 2019. Prior to her appointment, she spent 17 years in the private practice of law; worked as a Senior Research Attorney for a Kansas Supreme Court Justice; and served as a Deputy Disciplinary Administrator. Judge Moylan serves on the executive committee of the Kansas Task For on Lawyer Well-Being and is on the Board of Directors for the Topeka Rescue Mission. Judge Moylan graduated from Towson State University and Washburn Law School. She is married with three children.
Ron Wurtz
Early in his career, Ronald E. Wurtz served as a Shawnee County Assistant District Attorney. He was the Chief Public Defender in Shawnee County from 1979 to 1994 and then Chief of the Death Penalty Defense Unit of the Kansas State Public Defender System until 1998. Wurtz served as an Assistant Federal Public Defender, First Assistant, and Acting Federal Defender for the District of Kansas from 1998 until his retirement in 2013. Wurtz served as a U.S. Air Force Judge Advocate, retiring in 1997 after 22 years of active and reserve service.
